Bill on solid waste draws flak in Goa Assembly

A bill to set up the Goa Solid Waste Management Corporation was introduced in the assembly on Tuesday amidst objections from the opposition and treasury benches. The bill seeks to address the problem of waste disposal at village panchayat level  in a systematic manner.

Opposition MLA Francis D’Souza said the corporation should be under the purview of the urban development ministry while Curtorim MLA Aleixo Reginaldo Lourenco stated the government had too many corporations and forming another would be an additional burden to the state.

The Alemao brothers too are reportedly peeved with the development. Apparently, the Urban Development Minister Joaquim Alemao is most peeved and has reportedly declared that such a corporation should come under his Ministry of Urban Development. 

When tackling of garbage is being “supervised” by the urban development which also allocates funds to civic bodies, his contention is that  garbage matters should come under his Urban Development Ministry. 

According to the Bill, the functions and powers of the corporation would be to establish and promote and assist in the development of solid waste management services and facilities in Goa, “in order to create clean and sustainable waste free environment.”

It will also involve developing areas in consultation with the government for the purpose of making them available for such institutions.
